Bill Name: HB131 Ballot Drop Boxes – Prohibition
Issue Summary: This bill would ban ballot drop boxes in the state of Wyoming.

Currently, the use of drop boxes is at the discretion of county clerks, eight of whom opt to use them.
The boxes are durable and have security features: locks, tamper-evident seals, resistant to fire and water damage. They are under constant surveillance. Drop boxes are important to people who use absentee ballots in the place of using mail, with our shortened early voting window.
In Laramie County, 2,077 voters used ballot boxes during the 2024 General Election. In Carbon County, 152 used ballot drop boxes. In Albany County, 1065 used ballot boxes during the 2024 General Election.
Ballot drop boxes are important to rural, elderly, and disabled voters who rely on the convenience and accessibility of drop boxes to participate in elections.
What you can do: HB131 passed House Corporations Wednesday and could be heard as soon as Thursday or Friday in the full House. Tell House members to reject this bill, which restricts access to the ballot box for several groups with NO GAIN in security and integrity. This would undermine locally elected clerks’ ability to serve voters, and it would remove important ballot access.
